We've seen Pandora a total of one time. We have no idea if we'll see her again. We know almost nothing about her and less about how her power works.
At the same time, for all the screen time Reinhard gets, we really don't know the extent of his powers either.
I don't think Pandora is actually that strong, she just has an ability that alters people's perception and such. Her abilities aren't thoroughly explained yet, but Reinhart takes the w here.
That's hard to say. I don't think she is changing time, but rather "events". Essentially, my belief is that any action, or event that takes place *because* of her, or *focused* around her, is something she can edit or remove.
I say that because #1: she is regarded as being extremely beautiful, with an ecci appearance, meant to get people's attention.
And #2: none of the actions we've seen from her, involved only her actions. As in, she primarily focuses on other people's actions and altering them.
I believe that's why she is able to Thanos snap Greed out of the forest, was because she was the one who initiated the process of him going there, and why she can revive herself immediately after death, removing actions that were focused specifically at her.

Pandora hasn’t even been shown to have any strength. She just messed with Emilia Geuse Fortuna and Regulus and then dipped.
Reinhard is the most built different anime character in history. Even the creator stated that if a nuke fell on him, it wouldn't detonate. I don't remember what Pandora can do, but my money is on Reinhard whether it's a losing bet or nah.
Pandora. After all if she says "reimhardt never got the divine blessing to begin with. Hes always so weak." She would basically win istantly. Authorities overrules divine blessings
But she did knock out unconscious theresia and stripped her of he blessing istantly. We can assume that she can do it again with reinhardt. Both are sword saints

Reinhard is of course stronger. But if he has to fight Pandora, he will have a hard time. The reason is that Pandora is immortal, as shown in the anime.
Obviously we don't know for sure because we know so little about Pandora and her abilities. But my guess is that Pandora herself doesn't actually have any combat capability, she just has an insanely OP ability. I think she would be impossible to beat for anyone other than Subaru. Their abilities are perfect counters of eachother. Reinhard could kill her, but she'll just come back. Pandora doesn't seem to have emotions in the typical sense, so she could probably mess with Reinhard mentally and emotionally, even if she can't beat him physically. For example, endlessly harrassing his family and the people he cares about. For millenia even. So, I guess it depends on what you mean by "stronger". Do you mean pure physical ability? 100% Reinhard then, the author has already confirmed this. But Pandora is much scarier to me than Reinhard, because she's unbeatable in a worse way than Reinhard is, if you know what I mean.

Yeah this kinda question about apparent strongest "good guy" and mysterious possible "Big Bad" has hilarious amount of spoiler potential.
