Catherine is married to the heir (or heir’s heir) and even the amount of the royal jewelry collection she has access to has been limited. The royal collection stuff is used sparingly and for high level events except the broach collection. The broaches come out a lot more because they can be worn for daytime outings.

I'm going to have to guess here. Doubt that they were in MM's possession upon receipt. Any substantial gift to working royals becomes the property of either the monarch or royal collection. (Who gets what isn't clear to me.) The earring would have been logged and inventoried.
The last known significant jewelry presented to a working royal that was later publicly worn by the recipient date from 2005-2009. These were presented and later worn by Camilla. This caused a controversy because it made the source of the gift easy to identify. In her later years, QEII tucked away such gifts for many years before wearing. (Some may never have been worn.) Have seen no evidence that Camilla wore that jewelry again. (I also suspect that it was QEII who flubbed this and not Camilla because after that QEII became slightly more generous in loaning some of her known jewelry to Camilla.)

I don’t mind sharing, some of my “jewels” are sort of the reverse of this. I’ve bought some old thrift store 14k gold pieces that were dirty and originally set with cloudy, abraded old cheap cz. I cleaned them, took the old cz out of the prong settings with some tools I ordered off Amazon, then reset them with higher quality moissanites in the same sizes I ordered for cheap from a Chinese manufacturer. If I’d been more extravagant, I could have used diamonds, but they look great with the moissanites and get lots of compliments. Basically for a little more than the scrap price of gold, I’ve got some glamour that looks like I either spent a bundle or inherited some finery. It’s not super quick, though, because you want to do it slowly and carefully because you don’t want to break off a prong. That would take a trip to a bench jeweler to fix. I wouldn’t attempt to redo a bezel setting myself, though.

No it doesn’t, it was a personal wedding gift to Diana from the Queen Mother. She wore it after the divorce on multiple occasions. It was one of the few big jewels that belonged to her personally and would have been inherited by her boys

My second guess is that she was difficult when told that a tiara would be inappropriate on the tour and letting her take the earrings was a compromise. (Their value is far less than that of the monarch's tiaras.)
But surely whoever was cataloguing and keeping track of loaned jewelry knew the provenance of this particular item and knew that the gifter had a history of human rights issues in his home country. Why lend them to Meghan if they weren’t meant to be worn? I suspect those somehow got delivered to the Harkles directly and instead of relinquishing them to the RF, kept them. Then when they were worn, it was only then that it was discovered that Meghan wore jewelry with problematic provenance on an official function.
You could be correct that BP did know of that gift. The observable facts would fit with that. BP did appear flat-footed when public questions were aired. Responses were "hired," borrowed, and loaned. But I don't know the source of those responses. MM or BP? That scenario breaks down a bit because BP didn't immediately act on their return and confiscate the earrings. She wore them to Charles' formal BP birthday party. This would have been a serious protocol breach on MM's part. And "I forgot" wouldn't play as well with BP as it did in a court of law. However, if the screw-up had been Angela Kelly's, with or without QEII's knowledge and approval, she and/or QEII would want to downplay it. Act as if they were looking into it. Charles had valid reasons for not trusting Angela Kelly and removing her from a Windsor cottage. Didn't the tiara-gate leak occur at that same time - mid-November 2018? Whatever the truth of the earrings, they haven't been seen since Charles B-P. and it's nearly guaranteed that she didn't take them with her.

MM was only in possession of the tiara for a few hours that day and under guard. She also wore couple of pieces on loan from Tiffany's that day. BP and jewelers are very good at protecting hired and loaned jewels.

It was a state banquet and could go either way. I could see as a new royal asking the question. “hey, this is formal dinner, do I need a tiara?” But I doubt Meghan asked. She probably picked a tiara and planned her outfit and informed the palace.

The royal jewel collection is highly organized and catalogued, etc. She also wasn't around long enough for loans from the royal vault. No it doesn’t, it was a personal wedding gift to Diana from the Queen Mother. She wore it after the divorce on multiple occasions. It was one of the few big jewels that belonged to her personally and would have been inherited by her boys
As I wrote above, I believe it was part of the divorce settlement that personal gems with royal provenance would be left to the Crown upon her death, which would keep them safe from being sold outside the RF for taxes (as happened with some of Margaret's treasures) and be used by her son's wives & descendants. No one dreamed that flouncing would occur.

Nope. The brooch was wedding gift from Queen mother to Diana. She got the pearl necklace made for it. Catherine wore another pearl choker but has worn the Sapphire earrings matching this choker.
Those earrings are also the late Queen Mother’s. This is Diana’s personal jewellery and if the evil claw had it she would’ve worn it or sold it by now. I hope and pray that the PoW has possession of this.

IIRC, the jewelry was “split” between W&H. I think William got the “big guns” since his eventual wife would be Princess of Wales. So he may have got fewer but substantial pieces. It seems Harry got the later additions of Diana’s jewelry, post separation/ divorce; the aquamarine ring, the Cartier watch etc. He did pick the butterfly earrings that IGLBW wore a few times. I wonder what became of her Patek watch that she wore throughout the ‘80s as well as her charm bracelet.

She had planned this months in advance before anything else! He said his aunt was delighted to give it to her and lent it for fittings, but I had heard Charles Spencer said absolutely not and I would imagine he has most of the control of their family's estate. I just don't get it. Megs has never been fat, but she sure has dressed to add 30 pounds to her figure. Why??? Everything is so wrong with that getup. What happened to Diana's pearl and sapphire choker? Apparently is has not been seen or exhibited since her death and now belongs to William and Harry. Though unconfirmed, many speculate Meghan Markle's engagement ring, which she first wore in November 2017 at her engagement announcement with Prince Harry, includes two diamonds from Diana's famous sapphire and pearl choker.
The pearl choker could have been sold against debts by her executors / money managers. The sapphire broach she wore at the center was a wedding gift from the Queen Mum, so that bit is undoubtedly part of the royal collection. If the whole piece remains intact, Catherine will likely wear it for a state banquet or similar in future.

Honestly don’t think she would except for clout when she was in the brf, as in “o get to wear something Catherine doesn’t” even then I sort of doubt it. Big gems and jewels don’t actually seem to be her style in jewellery, he style is very plain with not a lot of sparkle. If estimate she doesn’t own anything over 7k in her collection.
