Your tier list is fine but I honestly think Kindaka should be high or top. He easily takes on pre-prime Sakamoto, Akao and Nagumo in a 1v3, and he wasn't really going all out, just focused on testing their abilities.
Kuma should be low order imo. Her and Haruma tag teamed Shishiba and couldnāt even do any significant damage apart from wear him down. Also she still somehow lost an arm when all odds were in her favour. Yes Iām a Kumanomi hater btw

Sakamoto also failed to detect him when he was attempting the 8KM shot. And then thereās the time when Sakamoto was trying to get the exhibition ticket only to get interrupted by him.
His undetectable nature is consistent throughout his appearance so ignoring it would be really weird as it isnāt a one off thing.
