I have always considered it a separate thing since I can't live on pico alone, i must have a smooth sauce to put on. Maybe Im wrong about the semantics tho
I mean this is the sub for salsa snobbery so you can definitely draw a line between the two if you want.
For me, the only major difference between pico and a smooth (albeit probably not great) mild salsa is time in the blender, and I definitely consider it a salsa

i went to the coveted El Vilsito in Mexico city. It is considered the best al pastor tacos in all of Mexico and their tacos were just like this.

TBH, itâs just the onion to cilantro ratio thatâs off. Add more cilantro and youâll be fine.

I'd eat them, though I'd love if they were soaked first before dicing (soaking onion slices in ice cold water helps get rid of the sharp taste)
