Professional chef here. The basic rule of thumb in the freezer is 1 month seafood 3 months chicken pork and 6 for beef. That being said there are a lot of conditions that would change that. Was it vac packed? Was it flash frozen? Did u defrost on the bench or in the fridge? How old was it when it was frozen?

As long as it was frozen the whole time and your freezer doesn't wildly fluctuate in temperature it should be safe top eat. Frozen food "never" goes bad, but if stored long enough it will taste freezer burned, taste rancid, have a poor texture and/or may have lost some of its nutritional capacity. Food that has gone rancid or freezer burned are still safe to eat but they taste terrible. I'd recommend slicing off a small piece, seasoning it and then panfrying it to see if it still tastes good. Especially for tilapia which is the most mild tasting fish there is so the off-flavors might be more obvious than with a more flavorful variety.

I don't see why not. Longer something is frozen, the ice does more damage to the cell walls, basically affecting the taste. This is why when you freeze meat, etc, they recommend freezing relatively quickly, try to avoid temperature fluctuations to reduce the "movement"/growth of ice and make the ice crystals as microscopic as possible, and consume within 3 months (longer and there's more chance of further cell wall damage). But even if the cell walls get damaged, it's still perfectly safe to eat.
With all that being said, unfortunately, it's still tilapia.

walleye freezes well just put some plastic in between the fillets if you stack them so they dont freeze into a block. vacuum sealed is best.

Frozen meat/fish is safe to eat (assuming it never went out of temp) indefinitely. It’s only the taste that suffers

Tilapia is poopfish. They are brought into fish farms specifically to eat the farm fish's poop then they're sold to unknowing people like you. Don't eat tilapia.

I'm guessing most here did not see the show Dirty Jobs hosted by Mke Rowe. There was an episode at a fish farm where I learned that tilapia was use to clean the tanks after the farm raised fish were harvested. Mike called them the pop eating fish!

Deep fried and shredded make fish larb with it kinda like beef larb but with fish. If you don’t know what larb is it’s Thai minced meat salad with fresh herbs, lime, ground toasted stickrice grains and fish sauce.
