Where I live, 16 year olds can buy beer and other such low alcoholic drinks and 18 year olds can buy the all stronger stuff. Can't drive a car before you're 18 though.
I live in denmark, children of 16 can legally buy beer up to 16.5% alcohol contents, which includes beer and wine. The restrictions end at 18 where you can buy any % of alcohol you want to as well as tobacco.
Is this enough as an explanation?

there are other kinds of alcohol than just ethanol, and you can also get ethanol as an ingredient in other things.
As long as it's not for human consumption and over a certain percentage (depending on jurisdiction) then people of any age can buy it
Vanilla extract (and almond extract and peppermint extract, etc) is at least 30% alcohol by volume and is for human consumption and I don't think is age restricted in the US.
