Logically speaking, the worms must be parasites growing inside the fish before they were caught. Sardines are not farmed. Most likely some small percentage of sardines are infected. And it’s unlucky if a can picked for inspection has worms.
I’m trying to figure out how the Chinese company can be negligent here. Do you expect the factory to cut open and inspect every fish before canning? Do they somehow have a way of buying cheap wormy fish that is rejected by others?
I would expect these sardines to at least be processed like flash frozen or something to kill the worms and anything nasty within.
In any case I'm avoiding any food made in China for now.

Singapore to Malaysia without a proper permit. It is possible that some scummy company in Singapore already knew that this batch had high worm rates, maybe after QC in Singapore, and decided to try to sell them in Malaysia.
What I don't understand is since canning kills worms, are these worms still alive? If they are, then the canning process was defective and there are greater problems like Botulism. If they aren't, then this should be quite common and no big deal?
The Chinese company could be underpaying their employees, the cheap made in China canning machine did not seal the can completely. Their factory not ISO certified. So many possible problems with made in China.
They need to have a blanket ban on all made in China food products.

This article raises all kinds of questions like, the consignment of sardines was confiscated by the Malaysian customs because there was no permit. Was the sardines spoilt in the first place and some bad guys wanted to sell it cheap? Why no company or brands mentioned at all?
