Well actually in The Soviet Union people put carpets on the walls because the walls were so thin you can listen to everything going on with your neighbors, so the carpet kinda blocked the sounds

Hampton Inns and Courtyards need multiple layers of carpet on the walls

Nah, I used to live in a Ukrainian village and we had carpets on the walls (and floors). It is a cultural thing. And before you blame it on thermo-insulation - we had carpets on internal walls.

And provide just a bit of insulation / warmth from the cold concrete walls.

I have seen many videos and pictures over the years, and noticed these rugs were often on the wall, I figured it was a culture thing.
