It was supposed to just be a means of super mobile life support, devised after Jules got gatted in the human-furry race war. The whole "And I Must Scream" slavery thing was added later by Robotnik, who turned it into a tool of oppression.
In the Great War between the Mobians (furries) and the Overlanders (Humans, but not really), Jules received injuries that would have killed him, but Uncle Chuck had developed the Roboticizer, which he designed to only roboticize the part of the body that was injured and leave the rest organic. However, it was untested, and unknown to Chuck, Robotnik (then known as Julian Kintobor) had sabotaged the invention to roboticize the whole body, including the brain.
Jules on the brink of death, and conventional medicine unable to save him, Jules, Chuck, and Bernie decided to test the Roboticizer to save his life, but horrifically became the first Robian and Robotnik's first victim, losing his personality and free will. Although not yet enslaved to Robotnik to maintain secrecy, he was basically just a emotionless husk. Not knowing that this failure was caused by Kintobor's sabotage, Chuck resigned his post as Royal Science Minister, which allowed Kintobor/Robotnik to take over all his inventions and get one step closer to his coup, after which Chuck and Bernie and countless others would be roboticized as well.
Later on, even when other Robians were de-roboticized, Jules had to remain roboticized because his injuries were so serious across his entire body that if he were to be de-roboticized he would most likely die.
That would actually be a somewhat interesting take on the character. Albeit *very* Star Wars, but it isn’t like the Sonic franchise is above borrowing from other stories.
What about the Sonic bible? You know the bible had Sonic, his mother, and his five sisters (two of the sisters could become Sonia and Tania while the rest are unknown three sisters of Sonic), and it’s slightly difficult to fit Sonny in this, but perhaps Sonny (Sonic) “Nicky Maurice” Hedgehog.
My headcanon is that Silver is a descendant of Sonic who fights alongside the descendants of the other characters in the future. I like the idea of him having a heroic lineage.

After some aliens came to Mobius to determine who was better, organics or machines (with Sonic and Tails turned into robots and absolutely demolishing Eggman and Snivley), the aliens decided to ban the people turned into robots from competitive race-warring due to balance issues, turning everyone back into organics and stopping the process from happening again by basically giving them a genetic immunity (implants and cybernetics were still fair game, and the immunity was removed 100 issues later due to reality altering shenanigans); except for Jules.
Because he was fatally wounded before being put through the machine, restoring him would kill him, meaning he'd have to stay a robot forever. All things considered, things still turned out well for him: his family always loved him, he's a well-respected veteran, and when push comes to shove being a robot death machine lets you put up a damn good fight.
*Very* unfortunately, he didn't survive the reboot (though SEGA mandates would have stopped him from returning as a birth parent anyways, as Sonic stopped referring to his parents as mom and dad just as the reboot was approaching). He was one of the all time greats.
