While the game doesnt specify ages it does seem the romancable people fall into certain categories. The only townsfolk that seem like actual adults are Leah, Penny, Elliot, Harvey, and Shane.
Penny's arc and personality make her character in general seem a lot younger than Emily to me too. Also combined with the fact that the people she hangs out with are younger too (Sam and Maru vs Gus and Shane)
