This has been a problem for me in the last few months, I wish someone with Steam itself could shed some light on proper troubleshoot steps, because this is ridiculous beyond belief.

Same problem here. Try sign out and sign in again. Sometimes it works, sometimes doesn't. This is a new issue. Me and my brother have been sharing games for a while without any problems.
Is the issue still occurring? I tried re-authorize and it worked for a day. Today it happens again. How often it happens in your case? We've been sharing games for almost a year without any problem until a few days ago.
I have tried to start TLOU and it is not possible. Steam shows the button "Purchase" instead of "Play". I played last time on May 14.
Does STEAM stop to share TLOU for Family Sharing? I have conencted with a second account and the game still there:)
I opted in Steam Beta channel because it allow to save multiple accounts and doesn’t require signing in every time you switch account. Then I revoked and re-authorized access. Now it works normally.

It has been working normally until now after I completely revoked access and re-authorized device for family sharing. Maybe try repeating it a few times if it doesn’t work. I’m not sure to be honest but I don’t have that problem anymore.

You have to login with the donor account on the target pc, go to settings/family then authorize this computer, and user. Then you can log back to the borrowers account and enjoy the games shared by your friend/family

I have had this issue and i was able to kinda get it to work on my PC by updating my steam deck? let me explain;
On my PC i had access to my brother's library but games were not available to play. So i grabbed my steam deck and updated it. My steam deck showed that the my brother's libary IS available. Switched back to my PC and miraculously it worked on my PC.
So maybe all instances where you have steam installed (and libary) shared need to be updated?
On my PC i have tried everything short of re-voking and re-enabling my brother's libary as he was away...

Just happened to me. The way I fixed it for anyone wondering is
I went back onto the account with the game on it
Went to the family sharing tab
Turned off "Authorize other users to play your games"
Turned it back on and I was goodw
Having same issue, my wife and I have family sharing enabled, but none of her games show up on my list, and there's no "Group by Library" option either. I only see my own games, and she only sees her own games.

Nope. They basically said "sorry, we don't know."
The workaround I found:
Login with the user who owns the game
Install the game
Switch to the other user
You should see the game and have the borrow option
We did this and still the shared library is not showing up at all :(. We are able to confirm in Steam - Preferences - Family that the library is shared - it explicitly says so. Weird!
Ugh, sorry. I read that a true family sharing feature is coming that lets you play games at the same time. Not sure when it rolls out or if all games will participate
hey guys, update. so to make it work. have all applicable people join the steam Families Beta. then the owner of the games should create a family and invite their friends to said family as an adult (or child if applicable). the person then needs to accept the invite. and also they themselves need to enroll in the beta. and wallah, your games are shared. now it works differently, and seems better suited to sharing with multiple people. e.g. once you invite someone, their games is also shared. so if you own two copies of one game, then any two people at any time, regardless on the owners online status, can play them two games. just enable families beta and itll explain it all.
Not all games are shareable as in https://store.steampowered.com/account/managedevices/?showexcluded=1 and Developers can opt In or Out to sharing as they please as in https://www.vg247.com/fall-guys-steam-family-sharing-cheaters.

It's so weird because its hit or miss. Sometimes I'll open steam and like 3 games from people I share with are there, some times all of the games are there, and some times none of the games are there. Sometimes only 1-2 people I share with (a total of 5) are available. Most of the time its a partial of their libraries - it just doesn't make sense! I've tried revoking from my end, tried revoking from their end, nothing I've tried has helped. Especially because the number of games and/or how many people I can see sharing them changes every time.
It worked for me to deauthorize the account that shares games and then re-authorize the account that you want to receive games by logging in on the target computer
I've had this issue a few times. As to why it happens: No idea. It could be an issue with Steam "forgetting" these details. It could be due to OS updates. It could be due to changing hardware. It could be the fae. Who knows?
The first thing to do is to go to Steam>Settings>Family on both accounts. You should be able to see a toggle for what accounts are registered for sharing, and if they're allowed.
Going further into these settings, you can look at more specific details. Check both "Shared Accounts" and "Shared Devices". In my experience, shared accounts usually stay. Shared devices is where the issue tends to occur. If you see your account shared but not your device, then you'll know that's the problem. It's like when a cop asks for your license and registration: License being the account, registration being the device. Both need to be authorized.
Fixing either issue does unfortunately require going through the process of sharing an account a second time. Using the device you want to play on, log into the account you want to share the library of. You can then go to the Family section again, and reauthorize the device for library sharing.
You'll probably end up doing this again at some point in the future: Whatever causes it is likely to happen again until something is fixed to remedy this on Steam's side.

Yeah it’s a 50/50 chance. Best bet might be to try taking your brother (or the other way around) off the sharing and then back onto it

I don't think its a update problem, at least not in all cases, I'm having a problem getting shared games and yet steam is showing I'm updated.
Mine keeps saying i have to purchase the game after it downloads on the shared account. Any fixes?
If you are trying to play a paid game on another persons library while they are already playing a paid game, you will get that message.

It came back for a few times but then would disappear shortly after, I just gave up and either moved on or waited for the game to go on sale

The solution for me was to not sign out of the donor account but choose the "change account" option instead
turn the authorize this compute switch off from the donor account then restart steam then turn the switch back on, it should fix it
Having similar issue. I think the other person has to be online AND not playing any games or atleast not the ones you want to play
idk i cant play on my friend's library even when they are both online and offline.
