Season 2 is already confirmed to start with Akuma (big balance patch) so that won’t be an announcement at Evo. The only thing they could announce are dlc characters, kind of like what they did with Kage in sfv.
Most likely, we will have the reveal of the year 2 characters during the Summer Game Fest 2024 that will be held in early June 
That is one possibility. Alternatively Capcom could announce another Capcom Showcase live event and reveal the year 2 lineup there along with the next Resident Evil game. They had one around this time last year so it’s possible they’ll do it again. There is also a PlayStation showcase rumored for this month that would be a good venue for such an announcement.
They’ll reveal it after Evo.
I’m HOPINGGGGG if we only get 4 characters next season they stagger the content better. It was painful waiting for Costume 3, and Ed. Hell we didn’t even get our two new stages until the end of S1 with the character drops. Hopefully we get more non-avatar content this upcoming season.

I feel like the playstation showcase would be a bit too early. But still possible if it's after akuma drops.
