Cut it
Angle grinder and cut it off or heat it and hope to God it turns.
Mechanic's induction heater comes in handy and penetrating oil.
Kroil works pretty good too. Put a drop on it and wait a day. Then when you put it back together put Stainless Steel nuts and bolts back on it.

I already did that for the ones around the perimeter, but a few are on the “interior” and are inaccessible to a cutoff wheel.
Cut downward from the end of the bolt and try to split the nut in half. Then whack it with a chisel. It's not pretty and you'll probably cut the shields a bit, but it works. Overall least favorite job.
