Depends where you work. At my utility all relay techs are journey substation wiremen first. At other utilities I know of, there is a mix of wiremen, engineers, and other crafts trained as relay techs.
Tell me you work for PSE without telling me you work for PSE. The only utility I've ever heard of requiring a journeyman wireman card to touch a relay.
At my you utility, relay jobs goes to internal employees 99% of the time. You have to enter as an underground tech helper. From there, once positions become available, you can bid those jobs and it just goes by seniority. Those jobs include; relay, substation mechanics, linemen, or underground tech.
For my Utility we hire both external and internal. They main thing they want is for you to have and Associates in Electronics to be eligible for the job.

What if you’re not a part of a utility but for a contractor?
No clue, I only know how my current employer works.
