My blind eye says that if you draw a line across the highs, and another one across the lows, at the point they meet you draw another line splits them in half.
If this line is above the horizontal...something
If the line is below the horizontal...something...possibly the same something.
That's my technical analysis.
Seriously though, that's what half of the stuff claiming to be technical analysis is doing.
What the something's are is up to person posting the technical analysis.

What you've drawn looks like a symettrical triangle pattern that is neither bearish or bullish. It can break out either way.
