It doesn’t. It’s part of the Transportation Services Division (City of Toronto) which is only responsible for roads, not transit.
As an agency, the TTC isn’t part of the City of Toronto and reports to council indirectly through its board.

TTC is adamant that they closely coordinate their subway closures with City Transportation Services but it's very clear that they do not.
Traffic management in this city is horrible. There are many small changes that can be done to increase the flow of traffic and public transit.
