It's nothing to worry about..... yet. If I was you I'd clean that up with a wire brush/ wheel then put a gel type rust dissolver like evaporust gel. Once you're satisfied with how much rust you have removed then coat with a rust inhibiting coating. I recommend por15 since it creates a much harder coating than paint or paint like coatings plus a little goes a long way with por15. And as an extra measure spraying a layer of fluid film or surface sheild over the entire frame will help prevent more rust from forming.
Typical near the Ocean with 100% salt environment. I parked on dirt driveway next to the Ocean for 13 years with 2007 TRD OR, it rotted out, 11 years later @ 120k miles.
Clean it and put some paint on that converts and stabilizes rust. Like POR or something like that. Or just hit it with something cheap like WD-40 every now and again.
That's pretty common, nothing to worry about.
