It could be someone that wants to live within their means or just not spending more than they budget for a car since in reality it is not a smart financial decision not matter your income. This does not mean a used tesla is not within their allotted budget.
I bought used a while back \[2020 Model 3 Standard with EAP 51k\] I paid 30k. I don't regret it but if I was in the market today and qualified for the tax credit, it would be hard to not go for a new one.

As you know base model is rear wheel drive and shorter range and no self driving features. Upper tier models still require the self driving software payment but the used market place has many (mostly longer range but some performance sprinkled in here in there) for sale with longer range and sub $28k- new you'd pay over $60k with taxes. Fed tax credit yes would bring it down some. Atleast in the PNW and I imagine CA too looks like you can get a 2020 and newer sub 60k miles AWD with longer range for $24-28k- maybe less- you never know sometimes what people are willing to accept especially if they want it gone. That puts it inline with a new model 3 base model assuming you get the fed tax credit so to answer your question- depends on what you want- longer range, awd and maybe full self driving for less than $30k or brand new, but most basic? With some warranty levels still applying a used model especially with full self driving capabilities which is an $8k upgrade imo is more appealing.
Additionally, buying used and reusing is very green. :)

One good thing about used is that hopefully any issues have been ironed out. I bought new in 2018, had six warranty service center visits over the next 3 years. The last couple years have been good though

I'm actually purchasing it from one of friend instead since he's upgrading to model s. But yes, tesla preowned cars are good but expensive compared to the ones in marketplace or other platforms. Point to note is most of the marketplace don't have tesla with FSD. So, the deal with tesla for preowned turns out to be good.
Also, if you are planning to purchase a new car go with Model Y rather than new Model 3 since there no rebates and concessions on Model 3 2024. And Model y cheaper with rebates and all deals applied.
I recently bought a 2020 Model 3 with 19k mileage for $29k. I didn’t want to wait for the tax credit or have a larger monthly payment.
I don’t regret it and I love the car so far. If I hadn’t just bought a house, I probably would have went with the new Model 3.
I just bought a 2020 M3P with 22k miles from Tesla for 36k. I considered buying new but really wanted a Performance and this was the best fit for me. I love it. Added bonus is if you buy used from Tesla they add another year of warranty on to whatever’s left of the factory warranty.
Another positive experience here for a 2018 M3 LR performance with 28k miles. As others have described it wasn’t detailed to perfection but the delivery process was very satisfactory (helped me move the appointment when I had to transfer money from an online back to a brick and mortar bank) and the vehicle condition is great.

I bought a 2020 with 28k miles for 32k. Have it a year, love it. Not one problem so far (touch wood). Bought it from Tesla so definitely paid a little extra, however go the 100k miles warranty.

There are no problems with these vehicles. Please share a post where you have seen someone complain about the issues that they're 65k vehicle has. I have driven my vehicle 80,000 k and I have not experienced a mechanical breakdown. I am not saying they are perfect. But I'm saying they are much more reliable than any ice vehicle out there; when you factor in the maintenance and the reliability of the vehicle.
Owning a brand new Tesla is a wonderful experience and with the credits and rebates happening in each state it really makes it obtainable. Try your best to work out your finances. First ownership is amazing and it will probably be a vehicle that you buy and hold for the long run. There's nothing wrong with a used vehicle and I know you'll be happy with it. If you're in this for the long run and this will be a vehicle that you're not planning to trade in and one to two years consider going brand new if not get a used one. You will benefit from having a car USS. Benefits being it will drive a bit more confidently on the highway and you'll be able to let it park itself. Purchasing a new model you will be subject to new technology that is being rolled out for the future.

In California, for example, PG&E was (is?) giving a $4,000 EV rebate (not tax credit--cash rebate!) for people who bought a used EV through a car dealer.
We were able to take advantage of this and snag a 2018 M3LR RWD with about \~20k miles, Enhanced Autopilot, premium audio, and 19" wheels in metallic silver for a net of about $33k. Bonus: it still has USS and radar so Autopark and Summon are enabled.
Had we bought new, I believe we'd end up paying more for the base M3 SR with no upgrades. We're *really* happy with the car we got and will likely buy used from Tesla again in the future.
I'm not sure what used M3's are going for these days but $28k for 65k miles seems a bit steep. Consider hunting around a bit more and/or increasing your budget if possible to get something with fewer miles.
Long story short, and this is my take, the 2022 model is shipped w/ the LFP battery. For this particular battery, Tesla recommends charging to 100% daily. W/ the battery found in Model 3s previous to 2022, Tesla recommends charging to 80% daily. So effectively the range is lower for the 2021 Model 3. Now is that really a big deal? I don't think so, especially if you charge at home. But it's a consideration.
Are those suggested charging percentages specific to supercharging? Or even slow charging overnight at home they suggest only 80% for the lead acid batteries?
If you qualify for the tax credit you can get a brand new one for under $30K after federal tax credit. Check state incentives as well.

For which year? It was for 2023 LR but is not for 2024. If you bought a 2023 model inventory in 2024, now that's more technical.
