Yes, relatively common. Keep checking the nearby spawns menu and you will find a couple. I caught 3 Azelf, and 2 Uxie 2 Mesprit

They won't (or at least shouldn't) run, but their catch rates stay the same as the non-shiny variants. So you may sit there for a while chucking balls at them.
