Yes, it is surgically possible. However, you’ll probably get better results if you have PPT as your primary vaginoplasty since that’s when they have the most material available to them. My doctor, Dr. Jun, explains it in this video:

PI is a misnomer. The vaginal canal is constructed mostly of scrotal tissue while the penile skin is used for labia. That probably doesn't make any difference to how you feel about it but I just thought I'd put it out there
