Depends on the mine. My uncle’s dad was a medic in WWII, and he stepped on a bouncing Betty type. The mine gets armed when it’s stepped on, and goes off (if everything works) shortly after someone steps off. This is to give the device time to spring up and send its anti-personnel material at around waist height. He survived because he felt it arm, and spent a while planning his next move. Namely, making a Hail Mary dive for a nearby ditch.
Most ,IED's, Claymores and explosive mines yes. A lot of anti-personnel types, like the "bouncing Betty" have release triggers as they are intending to throw shrapnel at a certain height.
The BB type were used back in Vietnam IIRC, and that's the kind of place I visualize this happening in.
The Geneva Convention is solely about the treatment of non-combatants, and the overall spirit is that the relevant people should not be harmed and that they should be given appropriate aid.
This is why it has nothing to say about weapons. You should never use any kind of weapon against people covered by the Geneva Convention. Firearms, blades, blunt weapons, NBC, bare fists, cluster munitions, whatever. All of these things have the same status under The Conventions.
Sadly that is incorrect. I wish I could take the L here as it would mean humanity was somewhat less shitty than it is, but no Geneva has nothing to do with enemy combatants, only Civillian casualties.
