I'm still not sure what it means to be the strongest in Undertale. Not HP and ATK, at least - in this world, a skeleton with 1 ATK and 1 DEF can still be one of the most difficult bosses (and not just for the player, but for the almost omnipotent flower too).
But Sans, Flowey, Undyne, even Asriel - they are all fundamentally defeatable. So I think it's either Gaster or Chara. I voted for Chara because we clearly saw their abilities. Gaster has really crazy statistics in the code, and, if you believe fan theories, he may have the ability to change reality - but we haven't seen it firsthand, we don't have real canonical evidence. He may be stronger - but we don't know for sure.

Chara at the end if genocide is certainly powerful, but on their own is not a physical being
Undyne the undying is strong, but likely doesnt stand to flowey or Asriel.
Gaster is unclear.
Omega flower is super strong but clearly doesnt have good control over the souls
I don't even know how sans would preform tbh.
Asriel and chara are pretty equal. Chara destroyed the world in one blow, and asriel was causing its destruction with his presence alone after transforming.
They both have immense determination and can likely both refuse death. Wouldn't be surprised if Chara could get determined enough to combat his save and load powers after the soul deal either.
I'd give it to asriel though just for generally having *more* abilities. He's just more versatile being a magical monster and all.
Worth noting any attack Chara lands on him would deal much more damage than normal due to his monster nature. Both are really close.

I guess Chara at the end of the geno takes the cake though, since Asriel can be convinced and persuaded, possibly even manipulated, since he's somewhat still *that* Asriel. Chara, from what we see, can't be, not at that point of the game. Psychological strength is also strength
This just isn't true. Sans is strong karma or not. Karma only accounts for the poison in the fight. The lack of INV frames is something that occurs independently of KR, and is even capable of functioning without KR being added on as shown with the menu bones.
Removing one of Sans' main abilities is also just a wack thing to do. "Sans is only strong because of his arsenal. Remove everything he uses to fight and he's weak". Yeah no shit.
He does 1 damage per hit rapidly. It ignores durability and absolutely disintegrates you. You can't just ignore his abilities to disingenuously make him looker weaker than he is. That's scummy.
KR only being effective against a relentless killer is fancanon that has never even been stated, confirmed, or proven by any official or ingame source.
Tell me where Steven universe scales and I'll tell you where sans, and undertale in general scales.
