Protests have a primary goal of raising visibility. Get the masses to notice the problem, get politicians seeing the problem, and get the nation talking about it.
Sometimes being genuinely disruptive and impolite, creating extra shock value through various means, will greatly increase the coverage your issue is getting.
The problem: people disrupted by the protest will often gain resentment towards the cause, especially if the protest is just a small group of assholes blocking traffic. If 20,000 people take to the streets chanting for something to be fixed, that demonstrates there’s a good likelihood a lot more people support the issue and it’s probably worth looking into.
There are numerous ways to "raise awareness" and if you have to go to extremes that derail and spoil the lives of others to "get noticed" then that should tell you that people are rejecting your message on mass.
If you are attempting to coerce them into caving to your demands then own that and cut the "raising awareness BS". You are extorting, blackmailing and harassing innocent people who you know do not support your cause. That's not a democratic act.

People love protesting at people who aren't involved. Look at the Israel-Palestine war protests at colleges. Makes no sense to protest at a college/university halfway around the world to people and a college that has nothing to do with it.

OP did a shit job giving context. This Happened in october 2019 in Santiago, Chile during the "Estallido Social" (literally Social Outbreak). It was a bunch of protests related to low pensions, healthcare, education and other problems, they aren't cyclists protesting against vehicles, fossil fuels or anything like that. Those bikes are part of a bike renting service of Itaú Bank and the bus is part of Transantiago, part of the public transport of Santiago. These protest happened day and night.
I never understood citizens blocking traffic to impede other citizens. It doesn't help your cause only makes those more aware of who they hate. These bicyclists are no better than the stop oil protestors.

My dad works for "Cotral" an italian bus company, and you need to follow the times REAL tightly since the bus can be tracked they know your stops and how late you are... they pay is already low and if you get slightly late you could say bye to 1/10th of it

The way they handle those bikes also makes it quite obvious they aren't the owners but just grabbed them of a bike stall nearby.
I think it's some confused Amsterdam tourists who don't know what to do with their bikes given there is no canal.
