dont know if this is the most efficient way to do it but what i do (assuming you have a 16:9 vid u are converting to 9:16) is have two layers of the same video. bottom layer is the zoomed in, blurred version, then the layer on top is the regular video.
In Premiere: duplicate layer and stack them on top of each other. Zoom in on the bottom layer until it covers the whole screen, throw a gaussian blur on that bad boy, crank up the blurriness until your satisfied, and boom, you’re done
If you’re using DaVinci Resolve there’s an included effect called ‘blanking fill’ that does exactly this - just drop it on your clip and you should be good to go 👍

If you’re using fcp, google mVertical. That’s what I use.
