You can use a blue light torch 🔦 and if it’s white it most likely is vitiligo.
Check the other arm if there’s kind of the same white dots too. There are different variants of vitiligo.

Not definitive from the picture but elbow joint area is a fairly common location for vitiligo. I've had it for 25 years since I was 12 and initial locations were knee and elbow areas.

It’s very recent on my 5 year old. The other arm doesn’t have it
