Probably Brock Lesnar pre Tribal Chief era. After 2020, Roman really just owned Brock in the rivalry. So it's really between Cody and Seth, and I think Roman choosing to hit Seth with the chair over Cody really signifies him being Roman's greatest nemesis. They have more history than Roman has with Cody.
