Mad Mew Mew is the best but it would be unfair if she was on the list so that's why she isn't there.
My personal favorite character is Flowey, but everyone hates me for it :,) I just find him interesting but everyone tells me I'm psychotic.
I too voted Flowey. Its not his fault, he lost all empathy when he died. Also, he is probably the most important character on the list and one of the most important characters in Undertale. His backstory/ Story is so sad.
