As long as the device hasn't restarted or hasn't gone >48h without an unlock by passcode, and provided the owner hasn't explicitly disabled Siri on the lock screen, it will spit out an answer to unauthenticated users.
For people in the future, if you return an iPhone to the Apple Store or their provider, in this case Bell, they will contact the owner and return it to them.
