There's usually one or two plant vendors at the Downtown Farmers Market, but the next one isn't until the 4th. It's at the Hydro building and they usually put up the list of vendors on their Facebook page. If you see a plant vendor on the list, maybe you can call them and ask them to bring those herbs, specifically. In the past, it was Glenlea Greenhouse, but I don't know if they still go.

Not in your exact area of preference, but St. Leon's market and Paul's Greenhouse are not too far away from downtown. They had lots of herb plants as of 2 weeks ago.

Jardins St-Léon (aka St. Leon Gardens) on St. Mary's Road, as well as Paul's Greenhouse and Garden Centre right next door. Not in the Exchange, but about 10 minutes south by car or bus. I don't know if they have those specific herbs, but you could call and ask.
