As far as I know there is no way to sell a duplicate premium.

If you already have campletown A in your inventory, sell it before you use this code, you don’t get credits for a duplicate obtained through a promo code, I know I didn’t. I also got a duplicate commander, and I don’t think I got the upgrade commendation for the duplicate.

No, it is not. I have been playing since day one and it worked for me along with friends of mine who are also day one players. Not sure how you came to that conclusion, but unfortunately, you are wrong.
