Could you show how hard he hits? I've been blessed by 5 dupes of this dude (in my Jiyan banner pulls of all places lol) so I have tons of his Resonance Chain things and Its very tempting to build him
Idk what to do with this, you dismissing elemental 3cost echos and crit 4cost aswell as not providing any sort of sample build as a guide to build a character properly? Just no brainder stacking up defence?
Yes. You can build crit and DMG if you want to, but he's fully capable of being built as a straight def machine - like mine AND OP's.
Edit: mine has Def 4 cost, 1 def and 1 energy with def subs 3 costs, straight def 1 costs.

DEFENSE. (Energy Regen helps, and any crit stats you get are cool too - but mainly just defense.)
