Go to Settings - System - Storage
-- Delete Local Xbox 360 Save Data (or similar)
Try to relaunch a 360 game...
You may have to repeat this a couple of times...
But it did work for me and fix the issue.

May take 2 or 3 times...

It won't let me re-download my profile, it keeps saying it can't connect to xbox live and to test my connection, except my internet is all good, aswell as my hotspot.
I think we will just have to wait for Microsoft to decide to fix this because I’ve tried everything. Done the clear xbox360 data, turning two step on, restarting my console over and over, getting an app password from two step, signing in and out of my account, nothing is fixing the issue. There’s no way to get around the no connection page.
So frustrating. Been really excited to play all the fallout games again since the release of the show. I’ve been trying for three days now restarting over and over. Clearing the Xbox 360 space over and over. It’s just not gonna work. And no point in trying to get any support because they have a terrible support system and will take a week to even contact you again. I pay money for this crap and for what??? I digress 😔
Been having this issue since yesterday as well. I ran the Xbox Live connection test on my 360 and all three were connected (network, internet and Xbox Live) so I think it's a problem with the Xbox servers. Are you on the east coast or in eastern Canada (Ontario) by any chance?
Check date, time, and location.
Enable two-step verification and sign in using email and app all password.
Toggle auto billing off and back on.
Login to your router settings. Toggle upnp off and back on. Toggle dhcp off and back on.
Make sure if wireless use 2.4ghz, tkip, wpa, or wpa2 security.
Add a cheap sub router with settings if on xfininity.
Forward ports.

Having the same issue. I’ve tried EVERYTHING!
I have done literally everything and backwards compatibility has never ever worked me I often get the no internet connection no matter what I do

Exactly, I've been at it for 4 days and nothing. I think it is just down to microsoft.

And so are you just trying to log in to your account to play fallout and its not letting you? Or do you need xbox live for it and I just didn't know

Microsoft seem to know about this, and they say they are trying to fix it. I hope it will be fixed for you soon
Yeah, Microsoft has known about this issue for 7 years and won't do shit about it. Just search google or reddit for older posts.
