You never know. A ton of the 1.0 characters in Genshin are still viable, even essential. Tingyun, Pela, Herta, and Qingque are all still pretty useful in HSR.
If he's a DPS you might have a rough go of it, though.
You need multiple teams in this game right? Even if he ends up being bottom tier in the future you can probably still use him for whatever is going to be dailies for this game

Due to the limited amount of units in this game at launch and the faction system which rewards building very specific teams, rosters at launch feel like they could be limited for F2Ps. I don't see a point in targeting someone when it'll just all depend on what 4 stars I get in my free pulls on which teams I'll be able to make.
Answering your question, Miyabi is the character that looks the most interesting to me but she isn't there at launch. From the available characters, Zhu appeals the most to me but I doubt I'll want to pull an early DPS.
Team comps are likely to be mono element or all one faction. Both ways will activate a extra passive that every character has. So you could do all lightning or all Cunning Hares. That said, nothing stopping you from going outside that and just not getting the extra passive. Personally I really like the system.
Honestly the hardest thing about team comps for me here is only having 3.

I'm gonna try get Ellen or hopefully Lycaon either one I'm happy with. I did hear we can choose a standard every 300 pulls so I'd rather get Ellen first and if I don't have Lycaon I'll get him through that.
I will be playing it by ear somewhat. My main goal is to hopefully get Soldier 11 with my free banner, and then whether I get Ellen is going to depend on the play style feel and how much I like them in the story!

I haven't played the beta, so I will try them if there is a trial, I kinda wan Von Lcyaon, but I still do not know much about playing them. It will probably be based on who i get on the beginner banner as well.
Pull Ellen pull Zhu Yuan. Honestly both WEngine look so so so tempting to pull. Will probably wait for theorycrafters to math it out and determine who is likely to be a long stay to pick WE to pull for.
For me I want Nekomata or Rina, if both then early game is solved.
With Neko, I can run F2P if I manage to get the new biker girl with the axe along with Nicole for decent starter team. If not then corrin would be a decent alternative cause she's funny and chainsaws are fun to play with.
Rina I think will have decent shelf life as she has a universal DMG buff with DEF pen and would be decent with Ellen as they're both in the maid faction with the blue oni girl for a good squad.
(Don't like the wolf guy even though I know that's Ellen's meta squad)
i will only pull for male characters and not animal characters.

I'll have to see more out of the game first, the roster is too small for me right now. I'll definitely use Billy since he was fun in beta, and Anton looks cool. The maids are also based on horror characters, so I'll roll for them (please give me Rina or Lycaon from beginner banner). But I don't have a strong feeling of one character yet.

tbf, Genshin's poster boy/girl/ character for advertisement was also 4 stars as well.

They already drip marketed March 5 star for next patch. Free, too.
