The hero options in these events are always horribly overpriced compared to the resource options. On top of that, the selection this time around is REALLY weak. Arguably one copy of Mehira is the only option even worth considering here. The rest are off meta and/or likely not relevant to you yet. I assume since you're asking, your account is not in a place where you're ready to fully utilize even that one Mehira copy yet. You could also aquire that single Mehira copy through other means eventually instead of getting it here.
tl;dr: these options ain't good, chief. Get resources instead, such as baits or red chests. Baits are the biggest priority for newer accounts.
Baits are safe to use immediately as long as you're working towards your next resonance, i.e. only leveling up a number of pets required to achieve your next resonance level:
4 pets for lvl6 resonance,
5 pets for lvl9 resonance,
6 pets for lvl12 resonance,
7 pets for lvl15 resonance,
8 pets for lvl18 resonance.

Should I use them as soon as possible?
always go for resources. never a hero's copy unless its cel/hypo you're desperate in need
But I have only 1 mythic hero...
doesn't matter they give away free scrolls and diamonds in events and in certain game modes like peaks of time and voyage of wonders etc
