##### ###### #### > # ‘Make Europe Great Again’: Hungary sets scene for its EU presidency | Hungary > > > > Show captionDiplomats have spoken privately of attempted blackmail, as the government of Viktor Orbán (pictured) seeks to unlock EU money denied to it. Photograph: Hollandse Hoogte/Rex/Shutterstock > > [Hungary](https://www.theguardian.com/world/hungary)Many of bloc’s diplomats fear a six-month ‘fiasco’ with Viktor Orbán’s government overseeing the agenda > > Sun 30 Jun 2024 07.36 EDT > > > > For months, it was rumoured that [Hungary](https://www.theguardian.com/world/hungary) planned to use a reworked version of Donald Trump’s slogan for its upcoming EU presidency: Make Europe Great Again. That idea “sounded so lame and ridiculous that we refrained from reporting it”, Szabolcs Panyi, one of Hungary’s leading investigative journalists, wrote on X this month. “We were wrong.” > > On 1 July, under that Trumpian banner, Hungary will take on the six-month rotating presidency of the EU council of ministers. As well as a spell in the diplomatic limelight, Viktor Orbán’s government will be setting the EU agenda for the rest of the year. > > EU diplomats are downbeat, but resigned to Hungary’s six months in charge. Since Orbán returned to power in 2010, going on to win four consecutive terms, [democratic values](https://freedomhouse.org/country/hungary), the [rule of law](https://eucrim.eu/news/hungary-rule-of-law-developments-january-april-2023/) and [press freedom](https://www.theguardian.com/world/2022/apr/02/hungary-independent-media-editors-reporters-orban) in Hungary have withered, according to numerous independent bodies. > > The Hungarian government, a long-term spoiler of EU decisions, has become an even more difficult partner since Russia’s full-scale invasion of Ukraine, blocking or dragging out decisions to aid the war effort for as long as possible. “I think [the Hungarian presidency] is a fiasco for the European Union,” said the French Green MEP Gwendoline Delbos-Corfield, who is standing down from the European parliament after five years as its lead on [Hungary and the rule of law](https://www.theguardian.com/world/2018/sep/12/eu-meps-vote-to-pursue-action-against-hungary-over-orban-crackdown). > > “You can be completely [negatively] influencing the rule of law now in the EU, and have your presidency,” she said, describing this as a “concerning” development for European democracy. > > EU insiders have fumed as Hungary blocked €6.6bn (£5.6bn) of military aid for Ukraine via the European Peace Facility fund. The EPF partially reimburses EU member states for buying or sending weapons for Ukraine, so in effect Budapest is denying other EU capitals money to replenish their own defence stocks. Orbán has also held up – although he later relented – on advancing Ukraine’s EU accession talks, and [secured opt-outs](https://www.theguardian.com/world/2022/may/30/eu-nears-compromise-agreement-for-partial-ban-on-russian-oil) and [weakened versions](https://www.euronews.com/my-europe/2022/06/02/patriarch-kirill-excluded-from-eu-sanctions-after-hungary-s-objection) of EU sanctions against Russia. > > Privately diplomats have spoken of attempted blackmail, as the Orbán government seeks to unlock EU money denied to Budapest. On the eve of the presidency, €19bn in various EU funds for Hungary remain frozen by the European Commission over alleged breaches of EU law on equal rights (the [anti-LGBTQ+ law](https://www.theguardian.com/world/2021/jun/15/hungary-passes-law-banning-lbgt-content-in-schools)), the right to asylum, academic freedom, as well as concerns about corruption and judicial independence. > > Hungary’s European affairs minister, János Bóka, presenting the programme and official priorities of Budapest’s EU presidency. Photograph: Peter Lakatos/EPAAt a meeting of foreign affairs ministers last month, frustrations boiled over when ministers confronted their [Kremlin-decorated](https://www.theguardian.com/world/2022/jan/31/viktor-orban-hungarian-pm-vladimir-putin-moscow-russia-visit) counterpart, Péter Szijjártó, over Hungary’s obstruction. “Almost all our decisions and needed discussions are being blocked by one country,” said Lithuania’s foreign minister, Gabrielius Landsbergis, who accused Budapest of a “systematic approach towards any efforts by the EU to have any meaningful role in foreign affairs”. > > A senior EU diplomat said: “I take pills to calm myself when I talk about this issue because it’s getting really ridiculous … At every turn of the road you see the Hungarians hampering Ukraine’s ability to fight an aggressor.” > > But shortly before the presidency, diplomatic niceties prevailed. The senior EU diplomat thinks national pride will ensure a conventional EU presidency that ensures “the smooth running of the trains”. Hungary had a clear interest in a presidency that was not “creating havoc”, the person said. “The Hungarians also know that if they were to embark on that course, member states, especially the bigger member states, are not going to sit by idly to let it happen.” > > To prevent a diplomatic derailment, EU officials have explored how to insulate the EU from Hungarian vetoes. One paper floats greater use of [“bridge” clauses](https://eur-lex.europa.eu/EN/legal-content/glossary/passerelle-clauses.html) in the EU treaty to transform policies requiring unanimity into those needing a simple weighted majority. > > A second senior EU diplomat said the presidency was “perhaps a good way of reining them in”, adding that it would have been a mistake to deny Hungary its six months in charge “because then it gives them the impression that everybody is against them and they need to fight”. > > They added: “They block for a certain time, but in the end they give in. They haven’t really destroyed anything yet.” > > Another source of reassurance for diplomats is that EU law means neither Orbán nor Szijjártó will chair routine EU meetings. Hungarian officials have promised their colleagues a “Brussels-based presidency”, suggesting a low-key technocratic affair to chair the hundreds of technical and diplomatic meetings that keep the EU ticking over. > > Asked this week by German media about Hungary’s blocking of EU and Nato decisions, Orbán did not directly respond but blamed “narrow-mindedness” “especially on the left” for Europe’s problems. > > A smooth-running six months is hinted by the Hungarian presidency logo – a [Rubik’s Cube](https://www.theguardian.com/games/2024/apr/07/square-dancing-why-do-we-still-love-the-rubiks-cube), intended to symbolise Hungarian ingenuity and European unity. Using the Hungarian design professor Ernő Rubik’s invention was “cute”, said Kim Lane Scheppele, a professor in law and politics at Princeton University. But together with Trump’s slogan it reveals the dual nature of Hungary’s EU presidency, she said. “Here’s the Hungarian contribution to unity and here’s how we’re going to get in your face.” > > “Orbán’s strategy is not to object to absolutely everything,” she added, predicting there would be “fireworks” over foreign affairs, rather than agriculture, fisheries or the single market. > > On the eve of Hungary’s presidency, Orbán announced he had joined forces with Austria’s far-right party and the populist Czech ANO party, launching a new European alliance. > > The aim was to create the strongest rightwing bloc in the European parliament, Orbán said, though the trio needs to attract politicians from at least four more EU countries to successfully form a group. > > “What Europeans want is three things: peace, order and development,” Orbán said on Sunday. “And what they are getting from the elite in Brussels today is war, migration and stagnation.” > > Diplomats suggest Orbán can do little damage because his presidency coincides with an interregnum in EU affairs: the next European Commission – the initiator and enforcer of EU law – will not take office until 1 November. Scheppele is not convinced. > > Protesters march in a Pride parade in Budapest. Hungary is accused of breaching EU law on equal rights. Photograph: János Kummer/Getty Images“Orbán has previously used two pauses in EU vigilance to consolidate autocracy. He used his rotating presidency in 2011 to [bring into effect his new autocratic constitution](https://www.theguardian.com/commentisfree/2011/apr/25/fidesz-hungarian-constitution) and many accompanying laws specifying the details about the new constitutional system,” she said. > > ***(continues in next comment)***

No-Feature30

Can we kick Hungary out already? I don't understand how a country so dependent on EU money can spoil it for so long without any consequences.

casual_redditor69

There is no legal function to kick a member out, so no, we can't

phonsely

make the legal function

casual_redditor69

For such a fundamental change to happen, all members states would have to agree to it, including Hungary

DerMarwinAmFlowen

So we‘re set up for disaster basically EDIT: I guess if the situation is dire enough, the EU will just break the law and kick them out de facto or something

Darth_Bfheidir

They'd probably all just leave and make a new EU, with blackjack and hookers Hungary would then be the sole EU member and they can invite their besties Russia and Belarus to join

crusadertank

The problem with that idea is that a lot of countries don't like the EU interference all that much. The UK left because of it and how many others would leave in that case? This is the reason for example that Poland protects Hungary. Because they understand if the EU is able to have such power then it means they can use it against not just Hungary And likely we would see many countries either leave the EU or block it from ever happening.

Arlort

Sure, but Hungary would have to agree to it

harumamburoo

Catch 22

No-Feature30

Create a new EU and copy + paste all institutions.

casual_redditor69

Easier said then done, but at this point, who knows

No-Feature30

Definitely. That's why I'm commenting about it on reddit and not starting a political party.

GoldenInfrared

They can strip them of voting rights, which requires unanimous support from other members

casual_redditor69

Yes, but with the likes of Fico in power, this change probably won't come into reality

GoldenInfrared

Assassinate both of them and pass needed reforms while they’re too busy dealing with their own sh*t

ComprehensiveProfit5

we can make one if we want. I'm about tired of hearing people tell me what my country can and cannot do with leeches.

casual_redditor69

It's a union, not just your country. All member states are equal, and thus, as long as the rule of law is upheld, no mature legal changes in the EU can happen without the agreement of all member states.

harumamburoo

You people have finally decided to do something about right wing populists?

Icy-Cry340

If EU was set up how you want it to be set up, nobody would have joined.

No-Feature30

Have you ever heard of the article 7 procedure? It works wonders in theory, except that any country can veto it. If the article 7 procedure instead just required a 2/3rds or 4/5ths majority, it would go a long way. Instead, for the past 8 years, Poland and Hungary have supported each other, leading to this prolonged torture.

Icy-Cry340

Like I said, nobody would have joined.

Kleptocracy feeds on apathy. When you raise the lens and cross reference the timing, Brexit (of which Steve Bannon,Nigel Farage and Robert Mercers Cambridge Analytica were all critical contributors), was intentional and necessary for Russia to keep Ukraine out of the EU and NATO. https://www.spectator.co.uk/article/were-there-any-links-between-cambridge-analytica-russia-and-brexit/ https://www.reddit.com/r/Conservative/s/LQrK6BwGLd Putin knew that the mandatory de-corruption audit process would expose both his money laundering and the human trafficking operations of the Russian mob through Ukraines oligarch class (Kolomoiksiy, Dubinsky, Firtash, etc) as well the chronic election interference via Paul Manafort, Orban, Kolomoiskiy etc, and the kompromised members of both UK and EU political circles. To the chronic kleptocrat Putin this was the one thing that would show Russians and all the people in the other former soviet satellite states how he had been systemically manipulating and stealing from them via corruption for 2 decades which would lead to either an upset within his mob pyramid as an eager lieutenant decided he was ready to challenge the weakened old king for the throne (which Prigozohn did in June 2023 and had his plane shot down for it), or the people would revolt and kill him like Gaddafi, which he has admitted is his biggest fear. https://bbcrussian.substack.com/p/wagner-inheritance-what-has-happened The reason Epstein targeted Prince Andrew is because he was the softest most vulnerable part in the royal families flank. Same with Trump and RFK Jr. Epstein was feeding that Kompromat/intel back to Israel/mossad who was in turn feeding it to Russian intelligence via the old world Russian Jewish families (Chabad network) that carry both Russian and Israeli passports but are self evidently more loyal to money than God. https://www.politico.com/magazine/story/2017/04/the-happy-go-lucky-jewish-group-that-connects-trump-and-putin-215007/ Steve Bannon and Nigel Farage both dovetail in with Brexit as a Russian mob/gov intelligence op because SCL/Cambridge analytica was hedge fund owner Robert Mercers baby when they decided to run trump as their “disruptor” candidate instead of Ted Cruz in 2016. https://campaignlegal.org/update/newly-published-cambridge-analytica-documents-show-unlawful-support-trump-2016 Long before that Facebook was designed as a delivery device for Russian/Israeli Psyops and malware. SCL/Cambridge Analytica, Brexit, Palestine, Ukraine, NSO and a handful of other ethically bankrupt dealings are all downstream of Sheryl Sandbergs ad based business model both at Facebook and google (Brin) before that. The Russian investment in both was asymmetrically large (Dmitriev and Milner) which makes sense looking back at it now. https://cyberscoop.com/facebook-nso-group-lawsuit-onavo/ Zuckerberg even talked about buying the associated press as he hoovered up Instagram, WhatsApp and Onavo in Israel. https://www.msn.com/en-us/news/technology/mark-zuckerberg-explored-acquiring-the-associated-press/ar-BB1m2JJT The need to control the press both in print and online was a requirement of the chronic financial frauds which are basically the evolution of grift starting all the way back at Enron, Bear Sterns (Epstein was quietly fired for money laundering) Epsteins towers financial, 9/11, Lehman bros, etc and on and on up to 2008. MBS as the other major shot caller in OPEC took the alternate route backing musks acquisition of Twitter and the evening standard among others. https://inews.co.uk/news/media/lebedev-saudi-investor-evening-standard-cut-3085226 They are all basically a parasitic blood squeeze to drain all the value possible out of the U.S. and E.U. working class. Enough to maximize the gain but not quite enough to kill the host. Les Wexner, Miriam and Sheldon Adelson, Sandberg, and Zuckerberg all carried water in conducting the NSO/Pegasus spyware operation INCONUS that was feeding intelligence to both the israeli and by extension, Russian intelligence. In parallel Epstein was running Kompromat operations in the same circles. There is far more crossover between the Israeli mob/ government and Russian mob/government than shows at the surface. https://www.forbes.com/sites/jemimamcevoy/2024/04/10/les-wexners-second-life-how-the-epstein-tarnished-billionaire-is-quietly-reshaping-ohio/ https://www.spytalk.co/p/nsos-spyware-abuse-exposed-years?utm_campaign=post&utm_medium=web https://awards.journalists.org/entries/the-pegasus-project-a-global-investigation/ •Abagail Koppel was sent by the Israeli state to marry Les Wexner •wexner signed power of attorney for his ENTIRE fortune over to Epstein. •additionally YLK fund (Abagails father) made up $46.7M of Epsteins money •Les claimed it was stolen from him but not until after someone asked about Epstein. •Wexner was notoriously litigious but wouldn’t sue Epstein. Why? •PROMIS spyware was Ghislaines father Robert Maxwells deal long before his daughter and Epstein started their pedophile thing. https://cryptome.org/promis-mossad.htm Tchenguiz+Cambridge analytica+Brexit+2008 collapse https://www.opendemocracy.net/en/dark-money-investigations/david-burnside-putin-russia-dup-brexit-donaldson-vincent-tchenguiz/ We expose corruption and we end both of these genocides. We finish this war in Ukraine and we end corruption, human trafficking, major financial fraud, and likely most of the international money laundering and systemic fraud in the world. The other alternative is waiting for the looming commercial real estate collapse that they engineered to be the Version 2.0 commercial strength edition of 2008 crossbred with soviet perestroika where the Russian oligarchs and CCP effectively foreclose on all the REITS that blackrock and blackstone have been selling to the CCP and foreclose and buy america for 4 cents on the dollar. Whomever owns your mortgage effectively owns your home. Jagerbeast703

That dude needs a reality check

MarderFucher

EU presidencies are pretty big nothingburgers (like, who here even knows the ones handing over was Belgium?), nonetheless it's great opportunity for Orbán to gloat as lEaDeR oF eUrOpe. They already talk about their new but yet to be actually founded EP fraction as "going to be the largest in the EP" (lol).

onespiker

Eu president in this case means that they get to decide first topic at meetings. With in the council of Europe and in other councils for the next 6 months.

Arlort

The council of Europe is a different thing They get to set the agenda at Council of the EU meetings (other than for defense/foreign policy) Foreign policy councils are chaired by the HRVP and European Council meetings by the president of the European council which is a separate position

OptiKnob

Making Europe great again will NOT include Hungary as part of the process as long a Hungary remains a "semi-vassal" of putin's.

BurstYourBubbles

You know, MEGA does make for a better acronym

barkbarkgoesthecat

You are right but my American exceptionally tells me that you are a stinky person with 20 gazoodles of oil in your well, and I'm THIRSTY

dante_55_

The EU is very aggressively liberal. The Hungarian people have been voting for a conservative government so they clearly don’t wish for immigrants and lgbtq laws in their country, as is their democratic right to choose. And yet the EU is still blocking funds to the country, simply because their leader is doing the things he got voted in to do. I wonder if they’ll continue to act this way after the latest eu elections results

Icy-Cry340

> A senior EU diplomat said: “I take pills to calm myself when I talk about this issue because it’s getting really ridiculous … At every turn of the road you see the Hungarians hampering Ukraine’s ability to fight an aggressor.” This is so fucking funny ngl, these regards are literally losing their minds over this shit.

PallasEm

haha people make the biggest deal out of the smallest things, right? I can't believe some people actually care about wars or diplomacy or whatever. like get a real job lmao

harumamburoo

Lol, can you imagine being worried about your neighbor being genocided and you potentially being next in line for that.

gs87

living next to Israel can be like that

Icy-Cry340

Muh genocidorino reeeeeeee 🥱

Icy-Cry340

A professional diplomat should be able to look at this situation without coming across like they're wearing a cuck cage. Wars are a normal part of geopolitics, it's silly to get so buttblasted over them. The dissonance these mfs must feel when we intervene around the world lmao.

PallasEm

Bro so true. Why's this guy getting so buttblasted lmao. I think you'd make a great diplomat honestly I think you might be built different from these crybabies.

Icy-Cry340

Sucking off third-worlders and europoors is no way to make a living.

PallasEm

sounds like you know more about this diplomacy thing than I do haha, have a great day!
