I have to go with Crocodile. He has this classic villain design that's just so cool. Between the cigar, the hook hand, the scar, the slicked back hair, and the fur coat he wears on his shoulders it all comes together so well and just works. Combine that with his intelligence and intimidating presence and you have yourself one of the all time great anime villains IMO.
Crocodile he's a good character, had one hell of a good plan, nearly killed the Mc multiple times and only lost when he was at pretty much every disadvantage he could be at yet still nearly won even in those conditions, has a badass design, and is still a big time player even after his defeat.

Kyubei was neither good nor evil, and the writing and plot points behind his intentions made him somewhat of a being of understandable intentions rather than one of pure malice.
The anime itself giving us beautifully storyboarding ramifications behind the work of Kyubei really ramps up the mystique as well.
Kyubei was nothing, and everything. And Accidentally created 2 Goddesses while only wishing to survive.
I love him and hate him. For better and for worse.

Utilizing dark magic to torture people, making a TCG tournament into an endurance test is pretty interesting, and the fact that in the filler arc, he just started wrecking shit out of bordem, potentially leaving the main cast braindead (unintentionally) just made me laugh.
Honestly, Kyubi. It was willing to dupe teenage girls to be sacrificed in a perpetual cycle to create energy. All while phrasing the deal as something beneficial to them while appearing cute af. Seriously fcked with no redeeming motive.

aizen is a genius has a plan for everything he literally planned out the MC’s whole life and behind everything he has plans upon plans he’s strong as well and he’s just cool all around
crocodile is just the goat he’s fully dripped out looks like a proper villain has loads of cool moments nearly killed luffy on multiple occasion even had all the odds stacked against him to the point where luffy had to use water against him and even after he got defeated he is still relevant to the plot as we don’t know his backstory and we know he has something to do with whitebeard wince they know each other and crocodile wanted a get back also we know ivankov did something for him or atleast knows his secret which we don’t so it’ll be cool to see his back story since he’s such a good villain

The Count. Gankutsuo was basically perfect (bad CGI in some backgrounds is one of its only flaws). If none of you have watched Gankutsuo the Count of Monte Cristo, you should. It's a masterpiece and the best Count of Monte Cristo adaptation.

I get Edmond Dantes the Count is the antagonist, but I wouldn’t call him a villain. If anything Fernand Mondego was basically the cause of it. I still choose the Count though.
Tamura Reiko, that is not a character I expected to ever see on one of these. She isn't my favorite because I don't really see her as a villain since in the end she didn't really wind up doing much wrong comparatively.
