Until I got my rating, I was not authorized commissary or PX Privileges. You can also have a number of contractors who have no privileges outside of some AAFES gas station stuff (Ex no tobacco or booze). tl;dr: not everyone is allowed PX/Commissary.

Only overseas. >U.S. Civilian DoD Employees when stationed outside the U.S. I think they tried expanding it a couple years back, but backed out. We can go to the shopette and buy junk food/drinks.

It’s 2 separate categories. The Red Cross have to live on the installation the Civilians do not. Our civilians shop at the PX with no issues.

It used to be they would ID everyone entering the PX. It was someone’s job to stand at the entrance and check people’s mil IDs. Where I’m at they don’t check for CACs unless you’re buying alcohol or tobacco so there may be different policies at every location.
