I feel he would go for Felicity because Thea knows how to take care of herself, and Roy would be trusted to go after her like Batman trusted the police to go for Jim at the other site. Felicity can't fight and is important to the team and Oliver's mental well being. Yes he does know how to use computers since he had to when he started.
