If we're talking Arrowverse and not specifically the Arrow TV show...
Fear = Adrian Chase, and i don't think its just cause he played mind games with Oliver, i don't think Oliver was afraid of him. I think he did something much worse, he made Oliver doubt himself and fear for others. Adrian made Oliver doubt his capabilities, his mission, his skills, and made him afraid of losing others (like his son). Adrian knew he couldn't hurt Ollie directly, and he knew he couldn't physically assault his friends directly, but rather whittled him down with self-doubt and then went in for the "psychological kill".
I think Adrian out of anyone knew best how to use Fear and Doubt to harm others, more than just physical torture, or combat skill.
Love = I think Laurel.
Rage = Deathstroke (Rage consumed his entire purpose and drive after the Mirakiru).
Hope = this is a starnge one... but i think Captain Lance. A man without hope who for years thought one daughter was dead, then she came back...then lost her again, then struggled with the burden of being a police chief in a crime-riddled city, then dealt with the loss of another daughter.... then dealt with her clone from another universe... bonded with her, only to lose THAT "daughter" again... turned to alcoholism and still somehow got his life back together in some semblance with the "prime universe" fused together and he got both his daughters back... i think this guy really showcased Hope isn't easy. I think he's an example of it. Hope isn't about being resolute and stoic and a shining knight who never wavers...sometimes things do feel hopeless... but its the act of getting back up and continuing. You can have a day or a week where you waver, but the act of getting back up showcases hope. (personally i think).
Greed = Count Vertigo or Captain Cold
Compassion = Speedy (she always tried to give people second chances and wasn't an immediate judge of character, especially since she was given so many chances herself. Between the drugs and reckless lifestyle, she knew firsthand that sometimes people just need some compassion to help change their life around).
Death = Zoom (i think him being an aspect of Death via the speed force, showcases he's been chosen to represent Death in some manner across the universe for Speedsters).
Life = White Canary (sara) she literally came back to life and her whole arc was about literal, spiritual, and metaphorical rebirth. I think that quite literally symbolizes life.
I'd say probably Prometheus. The other characters could have caused lots of fear and they're very frightening, but I don't think they made a point of causing fear in the way that Prometheus did.

Agree with you! Prometheus broke Oliver more with moral, playing with his mind, than with shurikens or arrows
