You've got no options based on every suggestion you're shutting down. My only guess would be using public transport to get to a less urban place and then going into a wooded area with blankets, pillows, etcetera. That's what me and my ex boyfriend did.
They can go to movies, go bowling, try a new hobby like skating, go to restaurants out in the city, go to a local carnival, have a picnic, cook dinner together, go shopping, go swimming, having some cuddling time, go to a concert, go sightseeing, go on a workshop date, go for a hike, go to a food festival, go to a massage together, go fishing, go indoor rock climbing centre. They're almost adults and most people have sex drives. I've been sexually active since sixteen; no STDs / STIs / children, because I've been safe — being an adult doesn't magically make you able to have safe sex where teenagers can't.
