The crowned and anointed ruler sitting on the country's throne heading the stage is the official ruler by definition regardless of if they are a usurper or if there is someone with a theoretically better claim out there. That's why there's Maegor I, Aegon II, Robert I, and Joffrey I but no "Rhaenyra I", "Viserys III" or "Stannis I." Though luck to those rightful heirs that didn't ascend.
