They're sitting there thinking up what you might say next, chicken puns, road puns, and instead you subvert their expectation by not telling a joke at all, which is the joke. If the joke weren't so famous to the point of becoming an idiom, more people would probably get it - but because it *is* basically an idiom now, it's kind of just understood as a series of words you say as like a joke placeholder and it doesn't really occur to you until decades later that those words together actually had intention to them and meant something.

Jokes are pretty much just a subversion of expectations in some way, and in this the anti-joke is just as much of a joke as a regular joke, since it leads one to expect a funny result as the question is couched in joke terms, but then the punch line is just the obvious result from that line of reasoning. I find anti-jokes to be funnier than regular jokes because most of the time I can actually understand them.
I had a similar realization regarding the "last place you look" saying. I always thought it went without saying. Of course it's the last place because you find it and don't have to look anywhere else. My girlfriend explained to me recently that the last place means unlikely.

I did some research on this and until 3-5 years ago, it didn’t have a double meaning. It does make sense, but it’s like reading a book and finding meaning in a book that the author never put there in the first place. This joke is classified as an Anti-Joke because it just has a stupid answer and nothing more. Also it’s not an autistic thing because I asked about a dozen normal people around my office and no one has ever heard of, or thought of, it having a double meaning.
It’s genuinely sad how many people are reading this post and immediately assuming it’s true. Don’t trust everything you read on the internet guys. That is most definitely not what the joke is about
