Lots of good answers. But let me say on your thought, I would think there are VERY few "pilots" that would buy an aircraft of this size for themselves. Its most likely a fleet bird, and one being readied for a new paint job. Paint can add 100's if not 1000's of pounds to the overall weight, so they would rather take the old liveries off before a new one. And given smaller companies may have limited schedule capacity and resources to paint, it may be waiting on a list.

Sometimes, airline companies would rent a leased aircraft as they would call it and be branded to their airlines afterwards. Usually these aircraft travel unbranded and full white to the destination where the airlines agreed upon, commonly at MRO companies. They would normally stay unbranded until an airline company chooses to rent them or buy them fully.

This is not a DoJ bird. The DoJ has two active 737s (N738A, N279AD) both of which have a blue pinstripe and a US flag on the tail. This is a video of a 738. The DoJ just got a 738 delivered at the beginning of the year (N28252) however it’s been in OKC for the last month and GYR for a few years before that.
This video was taken at Bangkok, BKK (you can see the distinctive terminal in the background). As u/taYetlyodDL points out this is most likely LY-TFS since it’s flow to BKK several times over the last week.

Planes that big are usually only used for large scale prisoner transfers. Doing otherwise would be prohibitively expensive to the Department. An example would be say the state of Washington has 100 federal prisoners scheduled to transfer to facilities in Texas and the surrounding states. This plane (or others like it) would be used to facilitate that transfer. They would land in Texas and then be bussed to their final destinations.

amazon doesn’t own their planes (their flights are operated through a handful of different cargo airlines) so they don’t always get painted in the Amazon livery and it’s cheaper to leave a freighter bare white.

Some companies don’t want to lease a plane for 3 months with someone else’s name on it and it’s too short of a lease to spend money on paint.
There can be many reasons. There are many airlines which wet lease their aircraft to other airlines, for example if the airline can’t fulfill the demand during holiday season or has already planned to fly with wet leased aircraft to begin with. Sometimes these leased out aircraft have sticker or just the vertical stabilizer painted, but often they remain all white.
Another reason, which isn’t as likely, is there always is a high demand for paint jobs and for a good time now there have been shortages in that field, before airlines let their aircraft stand around doing nothing they rather fly them without their livery.

It depends on the registration of the Aircraft. A lot of US registered “White” tails are used by the US government to (CIA,DIA) to move cargo to friendly nations wink wink.
The vast majority are just civilian operated on ACMI, or small carriers who haven't spent the money on paint yet, or new deliveries to these customers. Paint is expensive, especially on the flight controls surfaces, so it is usually combined with a heavy maintenance cycle check.
Most aren't secretive, spook stuff. Most spook stuff anyway wants to blend in, and not stand out like a "white" tail does.

AFAIK all countries would only require a valid tail number, it's not really necessary to paint a plane.
