Cane is made up of tiny tubes. It might have been dry on the outside, but not on the inside. Those reed containers don’t get airflow. Reeds gotta breathe. Definitely throw that in the garbage.

Moisture + lack of airflow. Very important that reeds are dry before storage and that their storage container allows airflow. If you don’t have a dedicated permanent reed case, use a thumbtack or pin to poke ventilation holes in the tubes reeds come in.

Don’t store in the plastic tubes. They need a cart that allows air flow. This is mold. It may have looked dry, but it wasn’t.
