I live in a 6 story in the Sunset and the landlord removed each and every socket...to prevent car charging...my guess is OPs building is the same. Note that not a single tennant owns an electric car.

Those little inverters (you only get 120W max out of the lighter socket) aren't going to be able to power an upholstery cleaner.

Get one of those portable batteries that you can plug into.
Talk to management, there should be a spot in the garage, legally speaking.
