AFAIK Beat Saber is *the* most popular VR game, which means it has a huge amount of casual players. *Those* players are the target. The average casual player is not a Camellia fan. They enjoy Billie, BTS, and other popular genres.
Loads of casual players also don't go into modding and all that jazz, which means they buy map packs if they want more content. The ones you're referring to, who might be interested in Camellia etc., are typically way more into the game and thus mostly play custom maps, which you can bet makes them way less likely to buy content. Why should they pay for content, when they can usually get better mapped stuff for free?

There are plenty of people (like my fiance, or my 14 year old brother on a quest 2) who's technical know how would never allow them to mod the game. Plus it is really anoying to reinstall after updates. So much so that though my game was modded at one point I have given up on that.
5 minutes is too much hassle for monthly updates? Custom songs creators also have much more freedom when it comes to making songs. After trying custom songs I feel like the devs have some quite boring songs because of the unsatisfactory note timing, and location.
Not the worst hassle for me. I just don't care to most of the time. Again though I hearken my other point that for a lot of people modding is over their head. Especially for quest users which, lets be honest, are a majority of the community.

Have you checked out [Synth Riders](https://store.playstation.com/en-gb/concept/235392/)? It has some electroswing tracks in the base songs and also a Caravan Palace DLC, it's been out for a while on other platforms but came to PSVR last month.
I know some people who prefer it to Beat Saber. Personally I think Synth Riders does a lot of things better in terms of the interface and options, but I don't like the gameplay as much as I like Beat Saber.
They're making packs centered around currently popular artists it's pretty much what you would expect. Why would they choose less popular genres/artists? It's less exciting for most players, and probably won't earn as much money. It's purely a financial choice probably.
