It wasn't a residential street, but I drove by a local business when their parking lot happened to be the area the city trash truck and fire department had to do this.
If it comes to a choice between a truck worth hundreds of thousands of dollars and a mess to clean up they'll dump whatever is in there in a heartbeat as soon as they're in a safe enough spot for it. Including the only other time I've seen it in person, on the side of the interstate.
Not related but a memory unlocked. When I was 15 I worked for a pet supply store as a Chinese buffet was opening up next door. We shared a back alley/ nook with a shared dumpster. My managers were complaining we didn’t have mice until they moved in. Then one Saturday shift all these firetrucks arrived because the dumpster was on fire. The head manager told me “I should’ve killed y’all when I could’ve”. I’m not sure if he was in the war, but he got into a fight with everyone. It was 1996, also I wasn’t legally allowed to drive a forklift but they made me anyway and broke a ton of aquariums getting a pallet load off a truck. I didn’t last there very long.
Oh they had poured hot oil onto the cardboard in the dumpster, or that’s what I heard happened. To this day the only literal dumpster fire I’ve ever seen.
That’s not recycling, there are styrofoam coolers and plastic bags in there. I think it’s just a lot of cardboard that no one wanted to recycle as well.
US recycling is a joke anyway, most of what you put into recycling doesn’t end up being recycled.

Where I am in Australia. Go to any metal recycling joints that take batteries. And they will give you a few bucks a battery. Depending on the type of battery (lead acid. Calcium or deep cycle etc) you get paid different amounts.
Edit: even the local scouts have collection days to raise funds for the troop lately.
Any time you buy a new lead acid battery in the US if you don't bring in an old battery to exchange you'll be hit with a "core charge" which is basically the recycling value of the old battery. Scrap yards will basically pay you the same thing if you have an old battery without the need for buying a new one.
As for other kinds of batteries I am really not sure on what value if any they have.
Usually when you buy a new battery the store you buy it from pays you for the old one. The lead acid battery industry couldn't function without the materials from recycled batteries so they pay you for the old one. They even run their own recycling facilities where nearly everything gets recycled. The plastic gets ground into pellets and is mixed in with new batches of plastic for the container and the lead and oxide is melted down and mixed in with the lead for new batteries.

Hey in the US places like oreillys (yes I work there) will actually give you money on them! It's either a $10 gift card/$10 off whatever you're buying or if you want a new battery it's $22 cheaper with a core on it! But always check local battery shops if you have one or scrap yards since you can sometimes get more money that way!
At the very least he would be charged for the response and cleanup. Most townships and municipalities have bylaws that state if you cause unnecessary usage of emergency resources, you will be billed for them.
If something like this happened in my city then I would fully expect the person to have to pay for the wages for all the firefighters that responded, the amount of water used out of the truck, and subsequent waste cleanup of the debris on the ground. You’d be looking at tens of thousands right off the top just to start, and that’s if you’re lucky enough to get away without paying fines on top of that

In California, they charge you a battery core fee, usually like $50. You get it back when you bring in your old battery.
You can also exchange them to get a new battery for cheaper if you needed that, similar to propane tanks for grills and such
