I thought that was quite clever but then checked on Google and the majority believe it is to do with Bandit's work or the actual writer Jeff is displaying his own sadness with reactions to Disney's censorship on his episodes and some critics reviews due to this.
Not sure if this is the same theory I had where he made a discovery but if you know anything about treasure hunting it's really hard getting something done legally. He found something that could be worth a lot and or change history but his government or the other government where he found it won't let him bring it up or present it cause they don't know who it belongs to or something like that.
