Here are a few of my favorites I played with my son when he was that age. These have stood the test of time and we still enjoy them a few years later.

My First Castle Panic is a big hit at our house. Hoot Owl Hoot is another. Both are cooperative rather than competitive, and are easy enough for kids to get and interesting enough so you won’t be bored.
Our 3 year old's current favorites are Animal on Animal, Daniel Tiger Welcome to Main Street, Hoot Owl Hoot, and a Disney princess themed memory/matching game. She started at 2 with Orchard. I'm happy to play any of these with her, but animal on animal is the best.

I've gifted my little niece a couple of games from Fat Brain Toys and they've been a hit. They have some memory/puzzle/pattern-matching type games for that age group.
I don't know if that's best for that exact age or not or even if it still exists, but as a kid I got mouse trap and I thought it was incredibly cool even before I understood how the game worked
Check out HABA games. They specialize in kids games and are somewhat educational. We absolutely love them!
Ghost Blaster, Rhino Hero, and Feurerdrachen are our favorites.
A lot of good recommendations in this thread but another thing to consider is family weight cooperative games where you can help her play. For instance my daughter has always been into a little spooky so she loved joining us for Horrified. She obviously wasn’t reading the cards but she could identify the symbols for who got activated, select where to move her character, and assist in token collection. Allowed us to play a more real game while she joined.
We also occasionally had her play like a bot in games like Libertalia (new edition). Once again she wasn’t making strategic decisions but we let her play her own hand and decide what she wanted to play each round. We’d read off the action and if there was a decision point for her (like who to target) then she made the decision. Sometimes it felt random but other times you actually could strategically play cards to your benefit, if she was targeting dada and I had a card I wanted to get rid of… play at the right time. If she sees us both do a strategic play with the same character, next round she was likely playing it. During token selection her favorite color is purple (unfortunately for her a negative affect) so you might be able to sneak by a bad choice.
For an actual age appropriate game that hasn’t been mentioned: Yummy Yummy Monster Tummy. Cooperative game where you try to feed a monster the correct cards to match their color using an app and QR code cards. For instance maybe a dark purple monster shows on the screen, you throw in a dark blue vinyl record and your daughter has pink dentures. Wave the cards of the camera on your phone and it feeds the monsters those items then it shows dark blue + pink = mid purple for two stars. There are also vegetable cards (which can’t be played back to back or you lose) and candy cards (wilds that match the exact monster color) to mix things up.
We just got “the best worst ice cream” would recommend but also very simple introductory game.
My 5 year old likes
• terror eyes
• dragons breathe
• too many monkeys
• hurry up chicken butt
• sequence letters
• feed fuzzy
• penguins huddle up
• the little orchard
Plus all the usual Kmart types like pop the pig, connect 4x , sequence letters, etc
He also likes patchwork. Can understand the buying and getting buttons part and placing buttons but not the full complexity of trying to beat mum or dad at it. Slowly working our way upto Catan junior etc

The ladybug game
Busy town's Busy Busy Airport game or the Busy town Eye Found It.
Both are big hits, especially the latter. The massive boards are really fun for the kids (we play these on the floor).
Little Bird, Big Hunger by Haba is great at that age and will help teach matching and other skills. Most Haba games are great for younger kids.

Kids sequence? In a year or two you could probably introduce ticket to ride…from there at age 6, they can really start getting heavier games
There is a Sequence game for kids. Not sure if she is quite old enough yet or not.

Tsuro Dice rollers, like age of war simply to match symbols.
Fisher price ice cream scoop game, I just played this with a toddler and it was a big hit.

Spot it, sneaky snacky squirrel, Don't Rock the Boat have all been big hits at that age.

My 4 year old loves junior monopoly! Can be made a little simpler too - just rolling the dice and moving around collecting money is fun :).
Look at games by the company "orchard toys". Our 26 month old's current favorite is "smelly wellies". :)
