Write 3 "I Spy" lines on one side of a piece of paper, and on the back in a smaller print write the answers with "Challenge on other side" in a larger font.
Make sure they can be spied from the Geocache location.
Oh boy, if I found gloomhaven in a geocache my kids would think their mother had gone crazy. But yes, the biggest I've found was a fake power box, about 1m x .4m - super fun.

A [small deck of cards](https://www.amazon.com/tny-Waterproof-Minimalistic-Flexible-Cardistry/dp/B08TX8FBB9?th=1) and some rules included? From experience anything paper or card stock will go damp in a cache but there are small non-plastic decks that are way more affordable.
This particular deck would fit almost any mini cache. Unfortunately a bit expensive to throw around like candy.

Almost nothing worthwhile will be pill-bottle sized. I can think of a few single-die games, like LCR that could maybe fit in a film cannister (I have a version that came in a test-tube container). A die, a rule-sheet, and the instruction that you can make tokens out of literally anything (pine cones, pebbles, shells, etc.).
Cee-lo is played with three d6s. Farkle is 6. Yachtzee is 5. All three would require a rule sheet. Cee-lo token/antes can be anything (like LCR) but both Farkle and Yachtzee require scoring on top of rules.
Babylon is just 12 tokens. Martian Chess is am 18 piece Icehouse/Pyramid set. Both would fit in cache the size of a coffee mug. I think there are several of the pyramid games that will.
Sprawlopolis is already small enough.
